.THURSDAY, DECEMBER 10, 1998 <br /> A special and duly-called meeting of the City Council of the City of Martinsville, Virginia, with Mayor <br /> <br />Mark A Crabtree presiding, was held Thursday, December 10, 1998, in the Lower Level Conference Room, <br />City Hall, beginning at 9:30 A.M. The following members of Council were present: Dr. Mark A. Crabtree, <br />Mayor; M. Gene Teague, Vice-Mayor; and Council Members Bruce H.T. Dallas, and Terry L. Roop. Council <br />Member Elizabeth H. Haskell was away from the City and absent from the meeting. <br /> <br /> The purpose of the meeting was a Work Session on one item: (1 .) A discussion of issues related to <br />the City's landfill operations. <br /> <br /> The work session opened with an unscheduled announcement from Mr. Tom Hamed, Assistant to the <br />City Manager for Community Development. Mr. Harned stated that he had recently attended a quarterly state <br />economic development meeting at which he had been informed that Secretary of Economic Development <br />Barry Duval would soon make public Governor James Gilmore' s economic development strategies for the <br />State, and that Mr. Duval and the Governor would hold a public 'event in Danville, Virginia on Friday, <br />December 11, 1998, for the purpose of sharing details of these plans. Mr. Harned stated that elements of <br />these strategies would have special significance for Southside Virginia and the Martinsville-Hemy County <br />area, and that it was important for the City and County to have a good contingent of representatives present <br />for this visit. He indicated that the Governor was scheduled to fly into the Danville airport at 2:30 p.m. on <br />Friday, that he would be driving the City' s van to the event, and that members of Council and staff were <br />welcome to join 'him. <br /> <br /> Council then took up the subject of their work session, issues.related to the maintenance and operation <br />of the City's landfill. Mr. Butch Joyce, of Joyce Engineering, Greensboro, Noah Carolina, led off the <br />discussion by stating that there was a very significant amount oflandfill-related legislation being proposed for <br />consideration by the Vir~nia General Assembly during its upcoming 1999 session, and that a .legislative sub- <br /> <br /> <br />
