FRIDAY, DECEMBER 11, 1992 <br /> <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor Allan McClain presiding, was <br />held Friday, December 11, 1992, in the Council Chamber, City Hall, <br />beginning at 4:00 P.M. All members of Council were present: Allan <br />McClain, Mayor; George B. Adams, Jr., Vice-Mayor; Steve M. Draper; <br />L. D. Oakes; and Clyde L. Williams. <br /> <br />After the invocation, followed by Mayor McClain's cordial welcome <br />to visitors present, in accordance with Section 2.1-344(A) of the <br />CODE OF VIRGINIA (1950, and as amended), and upon motion, duly <br />seconded and by a unanimous recorded vote, Council convened into <br />Executive Session for the purpose of considering the following: <br />(1) consultation with legal counsel, as authorized by Subsection 7; <br />and (2) the investing of public funds where bargaining is involved, <br />as authorized by Subsection 6. At the conclusion of this Executive <br />Session, Council reconvened into regular session, wherein, by a <br />recorded vote, each member of Council certified that (1) only <br />public business matters exempted from open meeting requirements <br />were discussed in said Executive Session; and (2) only those <br />business matters identified in the motion convening the Executive <br />Session were heard, discussed or considered during said Session. <br /> <br />The Mayor read the following statement: <br /> <br /> City of Martinsville <br />Policy Statement on the Martinsville-Henry County Judicial Center <br /> <br />On August 12, 1992, the City of Martinsville presented a plan for <br />a joint Martinsville-Henry County Judicial Center, which included <br />an 81,000 square foot joint Courts facility and a 203 cell regional <br />jail. The Council offered to pay 1/2 of the costs of the Courts <br />facility and strongly suggested that they would consider a similar <br />funding arrangement for the regional jail, as it was an integral <br />part of the "Center" concept.
