FRIDAY, DECEMBER 11, 1992 A special and duly-called meeting of the Council of the City of Martinsville, Virginia, with Mayor Allan McClain presiding, was held Friday, December 11, 1992, in the Council Chamber, City Hall, beginning at 4:00 P.M. All members of Council were present: Allan McClain, Mayor; George B. Adams, Jr., Vice-Mayor; Steve M. Draper; L. D. Oakes; and Clyde L. Williams. After the invocation, followed by Mayor McClain's cordial welcome to visitors present, in accordance with Section 2.1-344(A) of the CODE OF VIRGINIA (1950, and as amended), and upon motion, duly seconded and by a unanimous recorded vote, Council convened into Executive Session for the purpose of considering the following: (1) consultation with legal counsel, as authorized by Subsection 7; and (2) the investing of public funds where bargaining is involved, as authorized by Subsection 6. At the conclusion of this Executive Session, Council reconvened into regular session, wherein, by a recorded vote, each member of Council certified that (1) only public business matters exempted from open meeting requirements were discussed in said Executive Session; and (2) only those business matters identified in the motion convening the Executive Session were heard, discussed or considered during said Session. The Mayor read the following statement: City of Martinsville Policy Statement on the Martinsville-Henry County Judicial Center On August 12, 1992, the City of Martinsville presented a plan for a joint Martinsville-Henry County Judicial Center, which included an 81,000 square foot joint Courts facility and a 203 cell regional jail. The Council offered to pay 1/2 of the costs of the Courts facility and strongly suggested that they would consider a similar funding arrangement for the regional jail, as it was an integral part of the "Center" concept.
