THURSDAY. SEPTEMBER 5, 1996 <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor'George B. Adams, Jr. presiding, was <br />held Thursday, September 5, 1996 at the Board Room, Walker Fine Arts <br />Building, Patrick Henry Community College, beginning at 7:00 P.M. All <br />members of Council were present: George B. Adams, Jr., Mayor; Mark A. <br />Crabtree, Vice-~or; Bruce H. T. Dallas; Elizabeth H. Haskell; and M. <br />Gene Teague. <br /> <br />225 <br /> <br />Present for this joint City/County meeting were the members of the <br /> <br />Henry County Board of Supervisors: Jack E. Dalton, <br />"Mike" Seidle, Jr., Vice Chairman; Debra Parsons <br />Burnette; Samuel J. Pilson; and H. G. Vaughn. <br /> <br />Chairman; R. E. <br /> <br />Buchanan; Paula <br /> <br />The first item on the agenda was consideration of a proposal for the <br />development of a jointly-owned business park. City Manager Earl B. <br />Reynolds, Jr. and County Administrator Sidney A. Clower, citing the <br />numerous economic set-backs suffered by Martinsville and Henry County <br />in recent years, proposed the following: (1) the City and County agree <br />to acquire and develop a new business park consisting of 500-1000 acres <br />in Henry County; (2) tax revenue generated from the business park would <br />be shared equally by the City and County; (3) the project would be <br />initially capitalized by a $1,000,000 contribution each from the City <br />and County; (4) the City and County would ask the private sector and <br />private citizens for contributions totaling $1,000,000; (5) the Henry <br />County Public Service Authority would be asked to contribute Sl,000,000 <br />from the Philport Water Escrow Fund for utility extensions to serve the <br />park, with customers in the park being served by the Public Service <br />Authority; (6) the City Manager and County Administrator would be <br />authorized to seek all available federal and state grants to assist in <br /> <br /> <br />
