THURSDAY. AUGUST 15, 1996 <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Thursday, August 15, 1996 at the Sara Lee Training Center, Market <br />Street, beginning at 10:00 A.M. All members of Council were present: <br />George B. Adams, Jr., Mayor; Mark A. Crabtree, Vice-Mayor; Bruce H. T. <br />Dallas; Elizabeth H. Haskell; and M. Gene Teague. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council decided to <br />waive its normal, per-meeting pay for this work session. <br /> <br />City Manager Earl B. Reynolds, Jr. announced the purpose of the meeting <br />was to gain Council's concurrence on the draft Community Based <br />Corrections Plan and to finalize the planning study direction for the <br />City Jail Project. Mr. Reynolds introduced visitors present as <br />follows: Tony Casale, Virginia Department of Corrections; Larry <br />Strollo and Tom Rapp, Strollo Architects, Inc.; and Anne Power, Power <br />and Associates. <br /> <br />A video presentation was made focusing on the County of San Francisco <br /> <br />Sheriff's Department's direct supervision jail facility. The <br /> <br />consultants were recommending a direct supervision facility for the <br />City's Jail Project. <br /> <br />There was then held a lengthy discussion between members of Council, <br />the consultants, and City staff regarding the Master Plan, Community <br />Based Corrections Plan and the Status of the Planning Study. The study <br />indicated a need for a 208-bed jail facility, with a cost of <br />$10,380,000, of which the State would reimburse 25%, or $2,595,000. <br /> <br /> <br />
