TUESDAY, AUGUST 13, 1996 <br />A regular, semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Tuesday, August 13, 1996 in the Council Chamber, City Hall, <br />beginning at 7:30 P.M. All members of Council were present: George B. <br />Adams, Jr., Mayor; Mark A. Crabtree, Vice-Mayor; Bruce H. T. Dallas; <br />Elizabeth H. Haskell; and M. Gene Teague. <br /> <br />After the invocation, followed by Mayor Adams' cordial welcome to <br />visitors present, Council approved the minutes of its meetings of July <br />23 and 25, 1996 as circulated. <br /> <br />Upon motion, duly seconded and by unanimous vote, Council approved, on <br />first reading, Ordinance No. 96-7 amending Section 13-5--Obstructing <br />Justice, Article I--In General, Chapter 13--Offenses--Miscellaneous, of <br />the City Code. In response to an inquiry from Council Member Haskell, <br />City Manager Earl B. Reynolds, Jr. said that Commonwealth's Attorney J. <br />Randolph Smith would be present at the next meeting of Council to <br />explain the background of this Ordinance. <br /> <br />Council considered approval, on first reading, of Ordinance No. 96-8 <br />amending the City Code by adding Section 13-41--Urinating or Defecating <br />in Public to Article I--In General of Chapter 13"Offenses'- <br />Miscellaneous. Police Lieutenant Michael Rogers was present to explain <br />the additional authority for arrest which would be provided to the <br />Police Department by the adoption of this Ordinance. Upon motion, duly <br />seconded and by unanimous vote, the Ordinance was approved on first <br />reading. <br /> <br />Council considered an update report on the possibility of adopting a <br /> <br /> <br />
