' TUESDAY. OCTOBER 14, 1997 <br />A regular, semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor George B. <br /> <br />Adams, Jr., presiding, was held Tuesday, October 14, 1997, in the Council Chamber, City Hall, beginning at <br />7:00 P.M. The following members of Council were present: George B. Adams, Jr., Mayor; Dr. Mark A. <br />Crabtree, Vice-Mayor; Bruce H.T. Dallas, Elizabeth H. Haskell, and M. Gene Teague. <br /> <br />After the invocation, provided by Council Member Bruce H. T. Dallas, and followed by Mayor Adams' <br />cordial welcome to visitors present, Council approved, upon motion duly seconded, and by unanimous vote, <br />the minutes of its meetings of September 23 and October 2 (Work Session), 1997, as circulated. <br /> <br />Mayor Adams next opened the meeting to Business from the Floor. Mr. O. J. Peterson, <br />President of Colonial Downs, New Kent, Virginia, came forward to speak. Mr. Peterson stated <br />that he had come to provide an update on activities related to his organization's efforts to <br />establish an off-track betting facility in Martinsville. He stated that he had spoken with all <br />the media in the local area, and that all of them had been cordial. He went on to emphasize <br />that an off-track betting facility should be considered entertainment that will attract tourists <br />to the City, and that if the voters allow them to bring this facility to Martinsv~le they would <br />be a major taxpayer, a partner in the community, and an entertainment business whose <br />primary market would be visitors from North Carolina. Mr. Peterson then provided Council <br />pictures of the Colonial Downs race track for their review, thanked them for their attention, <br />and departed. As there were no other speakers from the floor, the Mayor closed this section of <br />the agenda. <br /> <br />Council next considered authorizing an appropriation of $9,956 for the purpose of providing <br /> <br /> <br />
