FRIDAY. NOVEMBER 15. 1996 <br /> <br />A special and duly called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Friday, November 15, 1996 at the DuPont CERT Facility, beginning <br />at 12 Noon. All members of Council were present: George B. Adams, <br />Jr., Mayor; Mark A. Crabtree, Vice-Mayor; Bruce H. T. Dallas; Elizabeth <br />H. Haskell; and M. Gene Teague. <br /> <br />Also present for this 3oint meeting were all members of the Henry <br />County Board of Supervisors: Jack E. Dalton, Chairman; R. E. "Mike" <br />Seidle, Vice Chairman; Debra P. Buchanan; Paula M. Burnette; Samuel J. <br />Pilson; and H. G. Vaughn. <br /> <br />The purpose of the meeting was to review the various means of public <br />input which had been received regarding the issue of conducting a study <br />of the merger of Martinsville City and Henry County. In attendance <br />were Frank Martin, of Martin Research, which conducted a telephonic <br />public opinion survey; David Dickerson, who facilitated four focus <br />groups; and Dr. Donald Lacy, of Virginia Tech, who conducted public <br />input meetings. Neither Mr. Martin nor Mr. Dickerson made a formal <br />presentation regarding this matter, but responded to specific questions <br />from those present. <br /> <br />The results of the public opinion survey were presented in written <br />material given to the Board and Council. 600 registered voters were <br />interviewed, with 35.7% residing in the City and 64.3% residing in the <br />County. The following statement and question were posed to each <br /> <br />respondent: "Martinsville and Henry County are considering <br /> <br />commissioning a study to examine the feasibility of combining their <br />governments. As of now, would you say that you are in favor or opposed <br /> <br /> <br />
