14 <br /> <br />THURSDAY. NOVEMBER 7, 1996 <br /> <br />A special and duly-called meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Thursday, November 7, 1996 at the Sara Lee Training Facility, <br />Market Street, beginning at 4:00 P.M. All members of Council were <br />present: George B. Adams, Jr., Mayor; Mark A. Crabtree, Vice-Mayor; <br />Bruce H. T. Dallas; Elizabeth H. Haskell; and M. Gene Teague. <br /> <br />City Manager Earl B. Reynolds, Jr. announced the purpose of the meeting <br />would be to review three items: the final draft of the Jail Community- <br />Based Corrections Plan, the Jail Planning Study, and an Interim <br />Facility Plan. Mr. Reynolds introduced guests present as follows: Ron <br />Elliott, Department of Corrections; Tony Casale, Department of Criminal <br />Justice Services; Jim Strollo, Strollo/Architects, Inc.; and Tom Rapp, <br />also of Strollo/Architects. <br /> <br />Mr. Rapp reviewed jail population estimates as contained in the <br />Community-Based Corrections Plan, which demonstrated a need for a 208- <br />bed jail facility by the year 2006. Mr. Rapp also reviewed a possible <br />scenario by which the project could be built with an initial bed count <br />of 160, with an added alternate of 48 beds. <br /> <br />Mr. Strollo reviewed the master plan for the municipal building <br />complex, which included a new jail facility located behind the <br />municipal building and which would involve the acquisition of <br />properties along Moss Street to provide a parking area to replace the <br />parking displacedby the new jail facility. Mr. Rapp estimated the new <br />facility would cost $10,595,000, with a cost to the City of 88,000,000. <br /> <br />There was much discussion regarding possible efforts to enhance the <br /> <br /> <br />
