8 <br /> <br />THURSDAY, OCTOBER 31, 1996 <br /> <br />A regular, semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Thursday, October 31, 1996 in the Council Chamber, City Hall, <br />beginning at 9:00 A.M. All members of Council were present: George B. <br />Adams, Jr., Mayor; Mark A. Crabtree, Vice-Mayor; Bruce H. T. Dallas; <br />Elizabeth H. Haskell; and M. Gene Teague. <br /> <br />After the invocation, followed by Mayor Adams' cordial welcome to <br />visitors present, Council approved the minutes of its meetings of <br />October 3, 8 and 10, 1996 as circulated. <br /> <br />A retirement stipend was presented to Ronald Lee Cannaday, Laborer, <br />Street Construction, Public Works Department, 1986-96. <br /> <br />Council recognized the Martinsville Transportation Safety Commission <br />for receiving the Outstanding Transportation Safety Commission Award <br />for 1995. Frank Frazier, Chairman, was present on behalf of the <br />Commission and expressed appreciation to the City Staff for their <br />assistance with the Commission's activities. <br /> <br />Under Business From the Floor, Thelma Pinkard, 208 Park Street, noted <br />that the Law Enforcement Committee of the Drug Task Force had sent a <br />letter to City Council and the Henry County Board of Supervisors asking <br />each to consider enacting a County- and City-wide curfew ordinance for <br />juveniles. In response to a question from Ms. Pinkard, City Manager <br />Earl B. Reynolds, Jr. stated that questions regarding the curfew issue <br />would be included on the next citizen survey in order to gain wider <br />public input on this issue. <br /> <br /> <br />
