THURSDAY, OCTOBER 10, 1996
A special and duly-called meeting of the Council of the City of
Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was
held Thursday, ~ctober 10, 1996 at the Sara Lee Training Facility,
Market Street, beginning at 9:00 A.M. All members of Council were

present: George B. Adams, Jr., Mayor; Mark A. Crabtree, Vice-Mayor;
Bruce H. T. Dallas; Elizabeth H. Haskell; and M. Gene Teague.

The purpose of the special meeting was to review and finalize the goals
and objectives for FY 96-97, which were initially established during
Council's Annual Retreat held August 21-23, 1996. The facilitator for
this meeting was R. David Blackman, of Blackman and Associates.

Much discussion focused on the need to develop harmonious relationships
between City and County residents and between the various diverse
groups within the overall community. City Manager Earl B. Reynolds,
Jr. suggested that Council move in the direction of establishing a
human relations committee to focus on the diversity issue.

Council reviewed each goal, objective and action agreement in the plan
and made several modifications to the original draft. These
modifications will be compiled in final form by Mr. Blackman and
Council will approve the final version at a later date.

The meeting was adjourned by Vice-Mayor Crabtree, Mayor Adams having
departed for an earlier engagement.

Clerk of Council
