TUESDAY, OCTOBER 8, 1996 <br />A regular, semi-monthly meeting of the Council of the City of <br />Martinsville, Virginia, with Mayor George B. Adams, Jr. presiding, was <br />held Tuesday, October 8, 1996 in the Council Chamber, City Hall, <br />beginning at 7:30 P.M. All members of Council were present: George B. <br />Adams, Jr., Mayor; Mark A. Crabtree, Vice-Mayor; Bruce H. T. Dallas; <br />Elizabeth H. Haskell; and M. Gene Teague. <br /> <br />After the invocation, followed by Mayor Adams' cordial welcome to <br />visitors present, Council approved the minutes of its September 24, <br />1996 meeting as circulated. <br /> <br />Recognition was given to the following persons who had served on Boards <br />and Commissions: Raymond D. Ferrell, Board of Zoning Appeals, 1978- <br /> <br />1996 (who was present) and Whit Altizer, Transportation Safety <br />Commission, 1994-1996 (who was not present). <br /> <br />Under Business From the Floor, Robin Whitlow, 813 Forest Lake Drive, <br />inquired as to whether Council would be considering a revision to the <br />City's Noise Ordinance in the future. Ms. Whitlow supported the <br />current Ordinance's three-foot distance requirement and stated the <br />Ordinance had been used to effectively prosecute individuals in her <br />neighborhood. Chief of Police David Edwards stated he had checked with <br />other Virginia localities, four of which had a distance of 50 feet in <br />their Noise Ordinances. Chief Edwards restated his opinion that 25 <br />feet would be a reasonable distance requirement supported by the <br />General District Court Judge. It was suggested that contact be made <br />with the Commonwealth's Attorney to determine if cases had continued to <br />be successfully prosecuted in the General District Court or if any <br />unfavorable rulings had been appealed to the Circuit Court. <br /> <br /> <br />
