<br />.4 <br /> <br />TUmDAY <br /> <br />J1JLY 22. 1952 <br /> <br />The regular sEllli-month~ meeting of the Council of the C1 ty of Martinsville, <br />Virg:Inia, vith Mayor J. R. Walker presiding, was held in the Council Chamber, <br />City Hall, on Tuesday, July 22, 1952, at 7:30 o'clock P.M., the following <br />members being present: Mayor and Councilman J. R. Walker and Councilmen <br />C. P. Craig, R. S. Hodnett, and W. T. Tumer, - Comcilman R. S. Brown, Jr. <br />being absent. <br /> <br />Minutes of the regular Comc!l meeting held July 8, 1952, upon being read, <br /> <br />were approved. <br /> <br />Upon motion, duly seconded and manimously carried, Comoil authorized City <br />Manager Mathewson to execute a proposed contract vith a local non-profit <br />organization lmow as Rivermont Heights Corporation, subject to final approval <br />of said proposed contract by City Attorn.97 Stone. This contract provided that <br /> <br />the Rivermont Heights Corporation 'WOuld construct a six-inch water main on <br />Rivermont Heights (New Dye Plant Road) at the Corporation's expense and, mder <br /> <br />certain conditions as enumerated in the contract, 'WOuld deed the water main <br /> <br />to the City of Martinsville without cost to the 6i ty. <br /> <br />A proposed amendmEnt to the City's LiCEnse Tax Ordinance (1949) as placed on <br />first reading July 8, 1952, \laS unanimously adopted as per the following <br /> <br />ordinance: <br /> <br />BE IT ORDAINED by the Council of the Oi ty of MartinsvUle, <br />Virginia, in regular meeting assembled July 22, 1952, that <br />Section 19, subsection (b) of the License Tax Ordinance or <br />the City of Martinsville, 1949 be amended to read as follows: <br /> <br />(b) If any license tax imposed by this ordinance <br />is not paid when the same is due and payable, <br />there shall be added to said licEllse tax a <br />penaJ. ty of 10% of the amount of said license <br />tax, such penalty in no case to be less than <br />
