<br />3 <br /> <br />TUES DAY <br /> <br />JULY 2~, 1958 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, with Mayor John W. Shultz presiding, was held in the Council <br /> <br />Chamber, City Hall, Tuesday, July 22, 1958, at 7:30 P.M. Members present were <br /> <br />Mayor and Councilman John W. Shultz; Vice-Mayor and Councilman E. E. Stone, <br />and Councilmen C. C. Donavant and B. H. Hill. <br /> <br />In the absence of Clerk W. H. Yeaman, Council appointed Public Works <br /> <br />Director George W. Brown as acting clerk for the meeting. <br /> <br />Council reviewed the retirement schedule adopted July 17, 1958 preparatory <br /> <br />to converting same into an ordinance or amendment to the City Code. <br /> <br />i~i~' <br />)~~ <br />i~ <br />E <br />" .,.~ <br /> <br />Upon recommendation of City Manager Hirst, and by a recorded and unanimous <br />vote, Council authorized the transfer of $;216.10 from the General Fund's <br /> <br />Emergency Account to the General FUnd Parking Meter Account to finance <br /> <br />the cost of installing parking meters on portions of Broad and Ellsworth <br /> <br />Streets. <br /> <br />In response to a petition and objections presented by Attorney M. H. <br /> <br />MacBryde, Jr. , on behalf of a large number of property owners and business <br /> <br />firms located in the downtown business district, Council ~ resolution <br /> <br />rescinded, pending further conSideration, its order of July 8, 1958 <br /> <br />in which certain on-street parking meters were to be converted to 5~ <br /> <br />per-one-half-hour as of August 1, 1958. <br /> <br />After some discussion and a motion duly seconded and unanimously approved, <br /> <br />Council authorized Mayor Shultz to appoint a twelve-member citizens <br /> <br />committee to investigate and study the need for the formation of a <br /> <br />permanent Community Safety Committee. <br />
