<br />THURSDAY <br /> <br />JANUARY 13, 1966 <br /> <br />- <br /> <br />A special and duly-called meeting (see Council's minutes of January 11, 1966) <br /> <br />of the Council of the City of Martinsville, Virginia, with Mayor J. Frank <br /> <br />Wilson presiding, was held Thursday, January 13, 1966, at 8:45 A.M., in the <br /> <br />Council Chamber, City Hall, all members being present, viz., Mayor J. Frank <br /> <br />Wilson; Vice-Mayor Fred T. Renick, M.D.; Harry L. Boaz; Thomas J. Burch; and <br /> <br />E. E. Stone. <br /> <br />After the invocation, the purpose of this meeting was stated, viz., to consider <br /> <br />further and/or act upon the "municipal facility" bond referendum ordinance <br /> <br />introduced and placed on first reading December 14, 1965 and calling for a <br /> <br />referendum on February 8, 1966. <br /> <br />Having complied with the provisions of Section 5 of Chapter 11 of the City <br /> <br />Charter, requiring at least thirty days' waiting period between date of <br /> <br />introduction of such ordinances and date of final adoption, Council unanimously <br /> <br />adopted said ordinance, as follows: <br /> <br />AN ORDINANCE AUTHORIZING THE ISSUANCE OF' NINE HUNDRED THOUSAND ($900,000.00) <br />OOLLARD OF BONDS OF THE CITY OF MARTINSVILLE TO FINANCE THE COST TO BUILD <br />AND CONSTRUCT NEW MUNICIPAL BUILDINGS, FURNISH AND EQUIP SUCH BUILDINGS, <br />AND GRADE AND IMPROVE THE LANDS INCIDENTAL THERETO: TO BUILD AND CONSTRUCT <br />A JAIL OR PRISONER DETENTION FACILITIES, AND FURNISH AND EQUIP SUCH JAIL <br />OR FACILITIES, OR 'ill BUILD AND CONSTRUCT, JOINTLY, WITH ONE OR MJRE OTHER <br />GOVEfu~MENTAL UNITS, PRISONER DETENTION FACILITIES, AND FURNISH AND EQUIP <br />SUCH FACILITIES: AND TO ACQUIRE OR LEASE LANDS, RIGHTa-OF-WAY OR EASEMENTS <br />AS MAY BE NECESSARY 'ill ALL THE PRECEDING PURPOSES. <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, as <br />follows: <br /> <br />SECTION I. The Council of the City of Martinsville has ascertained and <br />hereby determines that it is expedient that said City shall borrow money <br />and contract indebtedness and issue its bonds, as hereinafter provided, <br />to finance the cost to build and construct a new Municipal Building or <br />buildings, furnish and equip such building or buildings, and grade and <br />improve the lands incidental thereto; to build and construct a jailor <br />prisoner detention facilities, and furnish and equip such jailor faci- <br />lities, or to build and construct, jointly, '~th one or more other <br />governmental units, prisoner detention facilities and furnish and <br />
