<br />, 1'~' <br />[.~, ,1 <br /> <br />TUESDAY <br /> <br />MAY 22, 1973 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor Francis T. West presiding, was held Tuesday, May 22, 1973, <br /> <br />beginning at 7:30 P.M., in the Council Chamber, City Hall, and with all members <br /> <br />being present, viz., Mayor Francis T. West; Harry L. Boaz, Vice Mayor; W. <br /> <br />Donald Hartford; William D. Hobson; and Morton W. Lester. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular <br /> <br />meeting held May 8, 1973. <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing <br /> <br />on an application for a Special-Use Permit filed by the James E. Long <br /> <br />Construction Company, of Roanoke, Virginia, under date of February 27, 1973, <br /> <br />to allow for the construction of the second phase (consisting of 114 units) of <br /> <br />an apartment complex on property formerly owned by Mr. George C. Salmons in <br /> <br />East Martinsville. There being no objections registered, and in unanimous <br /> <br />acceptance of the Planning Commission's recommendations (dated April 20, 1973) <br /> <br />thereon, including the conditions and stipulations recommended by the Commission <br /> <br />as a part of said permit, Council approved said application and issued the <br /> <br />Special-Use Permit. <br /> <br />Also pursuant to duly-advertised public notice, Council conducted a public <br /> <br />hearing--which was advertised as to be jointly with the Planning Commission--on <br /> <br />Mr. James M. Wilson's petition (filed March 27, 1973) requesting the rezoning <br /> <br />(to ItP_2") of property located at 818 Starling Avenue, which property Mr. Wilson <br /> <br />has indicated that he has an option to purchase. During the course of this <br /> <br />hearing, Mr. Wilson further indicated that his purchase option expires May 22, 1973, <br /> <br />the date of this hearing. In the absence of a quorum of Planning Commission members <br /> <br />(there being only two members present at this hearing, which two expressed approval <br />
