<br />dB <br /> <br />TUESDAY <br /> <br />NOVEMBER 22, 1977 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, with Mayor William D. Hobson presiding, was held Tuesday, November <br /> <br /> <br />22, 1977, in the Council Chamber, City Hall, beginning at 7:30 P.M., all <br /> <br /> <br />members being present, viz., William D. Hobson, Mayor; William C. Cole, Jr. <br /> <br />Vice Mayor; Barry A. Greene; L. D. Oakes; and Francis T. West. <br /> <br />After the invocation, Council approved--as recorded, subject to review by <br /> <br />Council of copies provided at this meeting--the minutes of its regular meeting <br /> <br />held November 15, 1977. <br /> <br />Upon recommendation of--and motion by (duly seconded)--Councilman West, and <br /> <br />by unanimous vote of members voting, being all members of Council with the <br /> <br />exception of Councilman Greene, who abstained because of business interests <br /> <br />in the downtown business section, Council authorized and directed that free <br /> <br />parking of shoppers'-visitors' motor vehicles be provided in the City's <br /> <br />off-street parking lots on Fridays and Saturdays, through December 31, 1977, <br /> <br />in the same manner as was provided by Council on Saturdays during the 1976 <br /> <br />Christmas shopping season, subject to review and concurrence by the CBD <br /> <br />Commission and/or the Downtown Business Association. <br /> <br />Also upon recommendation of--and motion by (duly seconded)--Councilman West, <br /> <br />with the motion being unanimously carried, Council appropriated (from the City's <br /> <br />General Fund Emergency Account) the sum of $2,500.00, to be added to the 1977-78 <br /> <br />budgeted appropriation of $4,400.00, to provide sufficient funds that each <br /> <br />regularly-employed City employee might receive a Christmas package in 1977 from <br /> <br />the City at a unit cost of $15.00-$16.00, noting that last year's unit cost of <br /> <br />approximately $8.75 is deemed inadequate to provide a suitable and appropriate <br /> <br />expression of Council's acknowledgment and appreciation of the employees' <br /> <br />services. <br />
