<br />t170 <br /> <br />WEDNESDAY <br /> <br />SEPTEMBER 28, 1977 <br /> <br />A special meeting, as ordered by Council's action taken during its regular meeting held <br /> <br />Tuesday, September 27, 1977, was conducted by Martinsville City Council on Wednesday, <br /> <br />September 28, 1977, in the Council Chamber, City Hall, beginning at 3:30 P.M., for the <br /> <br />purpose of considering and/or acting upon a proposal to apply for and accept $211,720.00 <br /> <br />of Federal funds, under Title II of the Community Employment Training Act ("CETA"), as <br /> <br />presented to Council at said September 27th meeting. All members, with the exception of <br /> <br />Councilman Francis T. West (who had other commitments), were present, viz., William D. <br /> <br />Hobson, Mayor; William C. Cole, Jr., Vice Mayor; Barry A. Greene; and L. D. Oakes. <br /> <br />After the invocation, Council proceeded with an item-by-item review of the thirteen positions <br /> <br />(included under eight classifications) proposed by the City Administration to be financed by a <br /> <br />portion of said Federal funds and, after receiving comments and supporting information from <br /> <br />various City department heads involved, authorized the applying for Federal "CETA" funds sufficient <br /> <br />to finance ten of these positions for the City and, also, for sufficient "CETA" funds to finance <br /> <br />twenty positions for the City School Board under this program, for the year beginning October 1, 1977. <br /> <br />Council's action, with regard to each of the positions proposed for the City, was as follows: <br /> <br /> POSITIONS PROPOSED COUNCIL ACTION <br />(1) One Building Inspector-Trainee (1) allowed (unanimous) <br />(2) One Day-Care Center Attendant (2) allowed (Councilman Oakes "no") <br />(3) Two Electric Service Technicians (3) allowed (unanimous) <br />(4 ) One Hydro-Plant Operator-Trainee (4 ) allowed (unanimous) <br /> <br />(5) <br /> <br />Four Laborers - one for Inspection (5) <br />Division and three for "Winterization" <br />program <br /> <br />allowed one laborer for <br />"Winterization" program and <br />"held open" one other position <br />for this program; other two <br />positions disallowed (unanimous) <br />
