<br />77 <br /> <br />October 9, 2006 <br /> <br />A special joint meeting of the Council of the City of Martinsville, Virginia <br /> <br /> <br />and the Henry County Board of Supervisors was held on October 9, 2006, in <br /> <br /> <br />Room 129, Frith Economic Development Center, Patrick Henry Community <br /> <br /> <br />College, beginning at 5:00 P. M. Council Members present included: Kimble <br /> <br /> <br />Reynolds, Jr., Mayor; James W. Clark, Vice Mayor and Council Members Mark <br /> <br /> <br />T. Anderson and Kathy C. Lawson. Council Member J. Ronald Ferrill was <br /> <br /> <br />absent. Henry County Board members present included: H. G. Vaughn, <br /> <br />Chairman; Debra Buchanan, Vice-Chairman; Jim Adams, Paula Burnette, Jim <br /> <br /> <br />McMillian and Andy Parker. <br /> <br /> <br />The purpose of the meeting was to conduct a joint public hearing on the <br /> <br /> <br />creation of the Southern Virginia Recreation Facilities Authority. <br /> <br /> <br />Benny Summerlin, County Administrator, and Dan Collins, City <br /> <br /> <br />Manager, gave brief comments on the creation of the Authority and a gift from <br /> <br /> <br />the Harvest Foundation in the amount of $20 million to design, construct and <br /> <br /> <br />equip two major recreational facilities for the use and benefit of the citizens of <br /> <br /> <br />Martinsville and Henry County. One of the facilities will be an indoor arena <br /> <br /> <br />and recreation center to be located in the City and the other is a soccer field <br /> <br />complex to be located on a site in Henry County. <br /> <br />H. G. Vaughn, Chairman, opened the public hearing for Henry County <br /> <br />and Kimble Reynolds, Jr., Mayor, opened the public hearing for the City. <br /> <br />Comments were heard from the following individuals: T. C. Millner, 631 <br /> <br />Hollands Circle, made comments in support of the project, but felt that the <br /> <br />citizens should have been given more information.
