<br />~-~1 ~i <br /> <br />t ". <br /> <br />October 5, 2006 <br /> <br />A special called meeting of the Council of the City of Martinsville, <br /> <br />Virginia, was held on October 5, 2006, in Council Chamber, Municipal <br /> <br />Building, beginning at 5:00 P. M., with Mayor Kimble Reynolds, Jr. presiding. <br /> <br />Council Members present included: Kimble Reynolds, Jr., Mayor and Council <br /> <br />Members Mark T. Anderson and Kathy C. Lawson. Vice Mayor James W. Clark <br /> <br />and Council Member J. Ronald Ferrill were absent. Mayor Reynolds opened <br /> <br />the meeting. <br /> <br />Council considered the need to meet in Closed Session. In accordance <br /> <br />with Section 2.2-3711 of the Code of Virginia (1950, and as amended) and <br /> <br />upon motion by Council Member Anderson, duly seconded, and by unanimous <br /> <br />recorded vote, Council convened in Closed Session, for the purpose of <br /> <br />discussing the following matters: Appointments to Boards and Commissions <br /> <br />as authorized by Subsection 1 and Briefings by staff members concerning the <br /> <br />Memorandum of Understanding for the Regional Recreation Authority as <br /> <br />authorized by Subsection 7. <br /> <br />At the conclusion of this Closed Session, each returning member of <br /> <br />Council certified that (1) only public business matters exempt from open <br /> <br />meeting requirements were discussed in said Closed Session; and (2) only <br /> <br />those business matters identified in the motion convening the Closed Session <br /> <br />were heard, discussed, or considered during said Session. Upon returning to <br /> <br />Open Session, Council took no action. <br />
