<br />~ ~-R <br /> <br />TUESDAY <br /> <br />DECEMBER 9, 1980 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor Barry A. Greene presiding, was held Tuesday, December 9, 1980, in the Council <br /> <br />Chamber, City Hall, beginning at 7:30 P.M., with all members being present, viz., <br /> <br />Barry A. Greene, Mayor; William C. Cole, Jr., Vice Mayor; L. D. Oakes; Henry C. Reed; <br /> <br />and Francis T. West. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular meeting <br /> <br />held November 25, 1980. <br /> <br />With reference to the action taken by Council at its meeting held November 25, 1980, wherein <br /> <br />and whereby Council unanimously reaffirmed its previously-established guidelines for the conduct <br /> <br />of the Weatherization Program within the City as well as ordered the discontinuance of this <br /> <br />program within the City upon completion of the processing of the "in-City" applications then on <br /> <br />file, Mayor Greene--with the permission of all other members of Council--was allowed to reverse <br /> <br />his November 25th vote thereon and, therefore, the November 25th action by Council on this <br /> <br />matter is recorded as being by a vote of four-to-one, with Mayor Greene voting against the <br /> <br />motion by which this action was taken. <br /> <br />In connection with the Weatherization Program and Council's November 25th action thereon, as <br /> <br />referred to hereinabove, Mrs. Alpha Manson and Mrs. Mary Travis, both of whom are City- <br /> <br />representative members of the Board of Directors of The Piedmont Seniors of Virginia, Inc., <br /> <br />under whose sponsorship the Weatherization Program is conducted, appeared before Council and <br /> <br />urged Council to reconsider and/or rescind its November 25th action pertaining to the <br /> <br />Weatherization Program, and allow the program to continue in Martinsville under guidelines <br /> <br />mandated by the State Department Public Welfare, meanwhile assuring Council that, if the <br /> <br />program is allowed to continue, qualified elderly applicants will be given first priority. <br /> <br />Both Mrs. Manson and Mrs. Travis, along with other citizens present (including former <br />
