December 30, 2003 <br /> <br /> A work session meeting of the Council of the City of Martinsville, Virginia, was <br />held on December 30, 2003, in Council Chamber, Municipal Building, beginning at 1:00 <br />P. M., with Mayor Gene Teague presiding. Council Members present included: M. <br />Gene Teague, Mayor; Terry L. Roop, Vice Mayor; and Council Members Joseph R. <br />Cobbe, Bruce H. T. Dallas, and J. Ronald Ferrill. <br /> Following the invocation by Council Member Ferrill and the Pledge to the <br />American flag, Mayor Teague welcomed everyone to the meeting. <br /> Council considered approval of its 2004 Legislative Policy Statements. Mayor <br /> Teague reviewed all statements. A discussion ensued regarding Governor Mark <br /> Warner's tax reform proposal. By general consensus, with no vote taken, Council <br /> agreed to add a statement to "support addressing short-term financial difficulties <br /> currently related to State finance and ensuring that impact does not affect local <br /> government, constitutional officers, or educational systems." Council Member Ferrill <br /> moved to approve such Legislative Policy Statements as revised; the motion was duly <br /> seconded and carried by the following vote, with all members voting: Vote 5 - 0; Yeas <br /> (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None. <br /> Council considered the need to meet in Closed Session. In accordance with <br /> Section 2.1-344 (A) of the Code of Virqinia (1950, and as amended) and upon motion <br /> by Vice Mayor Roop, duly seconded, and by unanimous recorded vote, Council <br /> convened in Closed Session, for the purpose of discussing the following matters: <br /> <br /> A. A personnel matter under the jurisdiction of the City Council, as <br /> authorized by Subsection 1. <br /> B. Consultation with legal counsel, as authorized by Subsection 7. <br /> <br /> <br />
