<br /> A work session meeting of the Council of the City of Martinsville, Virginia, was
<br />held on October 28, 2003, jointly with the Henry County Board of Supervisors, in
<br />Council Chamber, Municipal Building, beginning at 5:30 P. M., with Mayor Gene Teague
<br />presiding. Council Members present included: M. Gene Teague, Mayor; Terry L. Roop,
<br />Vice Mayor; and Council Members Joseph R. Cobbe and J. Ronald Ferrill. The purpose
<br />of said meeting was to receive a report from the City Leisure Services/County Parks
<br />and Recreation merger feasibility study team.

<br /> Earl B. Reynolds, Jr, City Manager, and Benny Summerlin, County Administrator,
<br />opened with brief comments.

<br /> Walt Turner, Director of Special Education, Henry County Public Schools, and
<br />Chair, Henry County Parks and Recreation Advisory Board, introduced the team
<br />members: Rogers Adams, Director, Henry County Parks and Recreation; David
<br />Depriest, Executive Director, Martinsville-Henry County YMCA; Ron Epperly, Assistant
<br />Superintendent, Martinsville Public Schools; Harry Lance, President, Piedmont Youth
<br />Soccer League; Barry Nelson, Member, Henry County Parks and Recreation Advisory
<br />Board; Tony Rinaldi, Director, Martinsville Leisure Services; Harry Vain, Member,
<br />Martinsville Community Recreation Association; and Turner. Phase I included
<br />developing the team purpose/mission, which was "to provide our citizens with the best
<br />possible level of services, facilities, and opportunities based on the most efficient use of
<br />resources." It included, also, completion of a SWOT analysis, identification of service
<br />overlaps/gaps, and analysis of both budgets. The annual revenue/grants received by
<br />the City and County total $96,285 and $129,528, respectively. The annual operating
<br />budgets of both total $568,884 and $726,832, respectively. In Phase II, the team
