December 3, 2001 <br /> <br />The Martinsville City School Board and Martinsville City Council met in joint session Monday, <br />December 3, 2001, at 6:00 P. M. in the Martinsville Middle School Media Center. <br /> <br />Present: Martinsville City School Board Members Charles W. Davies, Jr., Chairman; <br />Bernie F. Gray, Vice-Chairman; Dr. Cynthia W. Ingram; Joseph E. Finley; Dr. Ira R. Trollinger, <br />Superintendent; and Mrs. Lynda W. Pulliam, Clerk. Also attending from the school system <br />were Dr. Ronald B. Epperly, Assistant Superintendent for Administration; Mrs. Nancy Bowen, <br />Assistant Superintendent for Instruction; and Dr. Joan Montgomery, Director of Student <br />Services. Martinsr~ille City Council Members Mark Crabtree, Mayor; Gene Teague, Vice- <br />Mayor; Terry Roop; Bruce Dallas; and Ron Ferrill. Also attending from the city were <br />Earl B. Reynolds, Jr., City Manager; Wade Bartlett, Director of Finance; and Matthew Hankins, <br />Director of Public Relations <br /> <br />Chairman Davies called the School Board meeting to order and Mayor Crabtree called the City <br />Council session to order. <br /> <br />Mrs. Phyllis Karavatakis, President of the Martinsville Henry County Chamber of Commerce <br />commended the School Board for their consideration of possible consolidation of three city <br />elementary schools and urged the Board's continued support of the Chamber's efforts to be of <br />assistance in any future planning. Chairman Davies expressed appreciation to the Chamber for <br />their support of education and their willingness to assist in future projects in any way possible. <br /> <br />Dr. Trollinger expressed appreciation to City Council for their cooperation in meeting with the <br />School Board to explore strategies to move education ahead for the City of Martinsville. <br /> <br />Dr. Trollinger reviewed the following three major long-range capital projects under consideration <br />by the School Board: (1) physical education/gym facility at Martinsville High School; <br />(2) consolidation of the three kindergarten through second grade schools; and (3) movement of <br />the Central Office. He further stated that the School Board would support extending the physical <br />education/gym facility to a multi-purpose community project if sufficient private funding were <br />available. This project is estimated to cost 1.9 million dollars for instructional upgrades and 3.2 <br />million for a competition gymnasium. If this project cannot be moved forward with both <br />governmental and private monies, the need still exists for improved locker rooms, a weight room, <br />handicapped bathrooms, and concession areas for the visitor's side of the stadium. To date, <br />$90,000 has been raised for this project and $279,000 state construction monies are available. <br />Dr. Trollinger recommended that a Competition Gymnasium Fund-raising Committee be <br />established immediately and funds sought for such a project. Vice-Mayor Teague did not feel · <br />that additional capital projects should be considered until current debt service is substantially <br />reduced. Councilman Roop said he was reluctant to use private funding for capital projects. <br />There must be a guaranteed revenue stream as well as consideration given to the additional costs <br />associated with the project, such as street changes, etc. <br /> <br /> <br />
