July 11, 2000 <br /> <br /> Council considered a request from Connie and Ellloft Stone for a Special Use <br />Permit to operate a retail florist and gift shop at 301 Starling Avenue. Wayne D. P. <br />Knox, Planning, Zoning, and Housing Manager, stated, "The Planning Commission <br />voted unanimously to recommend approval with two conditions, sufficient off-street <br />parking be provided for the staff of the florist shop, in addition to business customers, <br />and that complete landscape plan be submitted to the Planning Commission staff for <br />approval. The parcel is zoned P-2 Professional status which allows for a retail florist <br />with a Special Use Permit." Elliott Stone, petitioner, stated, "We actually see sixteen <br />spaces for parking. The total retail square footage will be 1,050. Parking should meet <br />the requirements. Giles & Lambed, Attorneys, have one office and one-half bath and <br />will share the kitchen, foyer, and consultation room. The founders of Artistic Florist & <br />Gifts are Lisa Hurrell, Marylee Barbour, Mary Hopkins, and Rhonda Walker." Council <br />Member Ferrill asked, "What about the ingress and egress at the rear of the property?" <br />Mr. Stone replied, "We choose not to use it at this time." Mayor Crabtree declared the <br />Public Hearing open. Marylee Barbour, of Artistic Florist & Gifts, stated, "We're <br />nervous, anxious, and excited. We enjoy working with the community and will do our <br />best to serve." Mayor Crabtree declared the Public Hearing closed. Vice Mayor <br />Teague moved to approve the Special Use Permit with the conditions stated; the motion <br />was duly seconded and carried by the following vote, with all members voting: Vote 5 - <br />0; Yeas (5) - Crabtree, Dallas, Ferrill, Roop, Teague; Nays (0) - None. <br /> <br /> Council considered requesting the assistance of the Virginia State Police in <br /> enforcing the City's local,' motor vehicle decal ordinance.
