June 15,2000 <br /> <br /> A work session meeting of the Council of the City of Martinsville, Virginia, was <br />held to discuss the City Landfill on June 15, 2000, in the Administrative Conference <br />Room of the Municipal Building, beginning at 9:10 A. M., with Mayor Mark Crabtree <br />presiding. Council Members present included: Mark A. Crabtree, Mayor; M. Gene <br />Teague, Vice Mayor; and Council Members Bruce H. T. Dallas, Elizabeth H. Haskell, <br />and Terry L. Roop. <br /> <br /> Council considered the need to meet in Closed Session. In accordance with <br />Section 2.1-344 (A) of the Code of Vir.qinia (1950, and as amended) and upon motion <br />by Vice Mayor Teague, duly seconded, and by unanimous recorded vote, Council <br />convened in Closed Session, for the purpose of discussing the following matters: <br /> <br /> A. A personnel matter under the jurisdiction of the City Council, <br /> as authorized by Subsection1. <br /> <br /> At the conclusion of this Closed Session, each member of Council certified that <br /> (1) only public business matters exempt from open meeting requirements were <br /> discussed in said Closed Session; and (2) only those business matters identified in!the <br /> motion convening the Closed Session were heard, discussed, or considered during said <br /> Session. Upon return to Open Session, Council took no action. <br /> <br /> Leon Towarnicki, Director of Public Works, stated, "At the last work session, <br /> areas of concern were identified surrounding the need to close a part [of the Lan~ifill] <br /> that's reached final capacity. Proposals include grading, closure of approximately <br /> seventeen acres, stabilizing the front slope, and drainage work." <br /> <br /> Janis McHargue, of Joyce Engineering, stated, "The bid came in at $2.44 million. <br /> We recommend using W. R. S., 'a construction company from Tampa, Florida. All <br /> <br /> <br />
