June 13, 2000 <br /> <br /> A regular, semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, was held on June 13, 2000, in Council Chamber of the Municipal Building, <br />beginning at 6:00 P. M., with Mayor Mark Crabtree presiding. Council Members present <br />included: Mark A. Crabtree, Mayor; M. Gene Teague, Vice Mayor; and Council <br />Members Bruce H. T. Dallas, Elizabeth H. Haskell, and Terry L. Roop. <br /> Council considered the need to meet in Closed Session. In accordance with <br /> Section 2.1-344 (A) of the Code of Vir.ainia (1950, and as amended) and upon motion <br /> by Vice Mayor Teague, duly seconded, and by unanimous recorded vote, Council <br /> convened in Closed Session, for the purpose of discussing the following matters: <br /> <br /> A. Consultation with legal counsel pertaining to actual litigation, <br /> as authorized in Subsection 7. <br /> At the conclusion of this Closed Session, each member of Council certified that <br /> (1) only public business matters exempt from open meeting requirements were <br /> discussed in said Closed Session; and (2) only those business matters identified in the <br /> motion convening the Closed Session were heard, discussed, or considered during said <br /> Session. Upon return to Open Session, Council took no action. <br /> Following the invocation, Mayor Crabtree welcomed everyone to the meeting. <br /> Council Member Dallas moved to approve, as presented, the Minutes of the May <br /> 22, 2000, and May 23, 2000, meetings, and, as amended, the Minutes of the May 18, <br /> 2000, and May 25, 2000, meetings; the motion was duly seconded and carried by the <br /> following vote, with all members voting: Vote 5 - 0; Yeas (5) - Crabtree, Dallas, <br /> Haskell, Roop, Teague; Nays (0) - None. <br /> <br /> Council considered business from the floor. Lewis Compton, of 1109 Oakgrove <br /> Avenue, stated, "1 have four concerns: 1 - You can't travel through the City without <br /> <br /> <br />
