May 25, 2000 <br /> <br /> A work session meeting to review the Fiscal Year 2000-2001 Proposed Budget of <br />the Council of the City of Martinsville, Virginia, was held on May 25, 2000, in Council <br />Chamber of the Municipal Building, beginning at 9:11 A. M., with Mayor Mark Crabtree <br />presiding. Council Members present included: Mark A. Crabtree, Mayor; M. Gene <br />Teague, Vice Mayor; and Council Members Bruce H. T. Dallas, Elizabeth H. Haskell, <br />and Terry L. Roop. <br /> <br /> Tony Rinaldi, Director of Leisure Services, stated, "We are responsible for twelve <br />City Parks, totaling 1,028.5 acres, We also handle Hooker Field, Senior Services, the <br />National Guard Armory, and the Martinsville High School Tennis Courts. In the baseball <br />program, we had 81 teams with 3,088 participants in 1998 and 83 teams with 4,453 <br />participants ~ year." Council Member Haskell asked, "What improvements have we <br />made to Hooker Field?" Mr. Rinaldi replied, "In 1998, we installed new foul poles, <br />sewed new grass and sod, put a drainage system in the infield, updated the sprinkler <br />system, and painted and renovated the restrooms. This year, we plan to install <br />flagpoles and reseal and remark the parking lot." Council Member Haskell stated, "We <br />need to look at raising revenues for Hooker Field." Mayor Crabtree stated, "We have a <br />50 percent commitment to funding on the dugouts." Earl B. Reynolds, Jr., City <br />Manager, stated, "The proposed budget only contains required maintenance." Council <br />Member Dallas stated, "Most of the fees for baseball come out of the coaches' pockets. <br />We need to not look at increasing fees for kids to play." Council Member-Elect Ronald <br />Ferrill stated, "Perhaps we could increase fees but offer scholarships for those that can't <br />afford it." Council Member Roop stated, "I'm not sure if we need to absorb the entire <br />cost of the Martinsville High School Tennis Courts. Also, I think the high school should <br /> <br /> <br />
