229 <br />TUESDAY, September 26, 2000 · <br /> <br />Teague explained that financial reports have been reviewed, and the City's budget is balanced. Next, <br />Council Member Dallas asked Wayne D.P. Knox, City Planning, Zoning, and Housing Manger to explain the <br />indoor plumbing program. Mr. Knox explained that the program covers occupied residential property that <br />qualifies, based upon the owner's ability to pay, up to a ten-year loan. The City receives $1,000 for every <br />residence that receives program benefits. Next, an unidentified resident asked about the status of recycling in <br />the City. Leon Towarnicki, Public Works Director stated that the City currently does not participate in a <br />recycling program because it costs more to recycle than to dispose of wastes at the City's Landfill. Council <br />Member Dallas said that several residents have asked him about any plans for recreational activities at the <br />National Guard Armory for youths. Mr. Dallas stated that he asks residents to communicate suggestions <br />through the City's Leisure Services Department. City resident Curtis Martin, Jr. wanted to know if the City <br />can pick up bulk trash on a day other than the designated pick-up day. Mr. Towamicki explained that it was <br />possible, call the office, and the City will do its best. Mr. Knox explained to the attendees that the City has a <br />planning grant forthe next phase of the R.P. Thomas Project. The grant's purpose is for the benefit of a <br />planning study. There will be a Public Hearing on the matter on October 3, 2000 to seek citizen input. Now <br />through March 1, 2001, recommendations will be accepted. At the conclusion of the period, the City will <br />decide whether to go forward with additional phases of the project. Mr. Sanders addressed Council again <br />asking if Council is considering closing any schools. Mayor Crabtree stated that the City is interested in <br />doing what is best for the children and taxpayers, and the City will wait for facts from the School Board's <br />proposed study. All other Council Members stated they would wait on the facts before making such a <br />decision. Being no further business, the Town Meeting was closed in order for Council to proceed with <br />Agenda items. <br /> <br />Council considered adoption, on second reading, Ordinance Number 2000-6 for establishment of an <br />underground utility corridor in accordance with the Virginia Department of Transportation Policy. City <br />Manager Reynolds gave an overview of the project with an estimated cost of $425,000. Council moved upon <br /> <br /> <br />
