THURSDAY, JUNE 1, 2000

they often varied in their approaches, risk taking philosophy, asessets and liabilities, etc. Council Member

Roop asked if this use of such a consultant prevented local insurance providers from participating in the
solicitation process and offering insurance on an individual basis. Mr. Reynolds assured Council that the
present insurance consultant used did not sell insurance and was not a broker. Consequently, this made
them a neutral party in the process, and enabled them to assist in evaluation of proposals without bias.
Council Member Roop stated that he had been told that the participation of larger companies had prevented
local insurance agents from writing business with the City. Mr. Roop then asked whether Henry County
provided an outright supplement to employees for their health care insurance needs that would enable them
to make independent selection of an insurance provider. Assistant City Manager Dewey Cashwell responded
that he had been told this was a possibility, but that his wife, an employee of Henry-Martinsville Social
Services and a recipient of County benefits, did not receive such a supplement option. Discussion then
continued regarding the budget for the Finance Department. Mr. Bartlett stated that some of the increases in
his Office Supplies budget were related to the implementation of the new MUNIS computer system and
software, as well as costs of a new style of check being used. The Vice-Mayor asked whether the new
MUNIS system was Windows based, and whether the system could produce text files and DBS files. Mr.
Bartlett stated that the system had a report writer that could down load to Excell and provide text files as
well. He stated that the report writer was very powerful, and that he and others would be learning more of its
capability as the year progressed. Mr. Bartlett then provided information on the policies of Henry County
government at they related to employee benefits. He stated that the County gave their school employees the
choice of having their regular health care insurance paid for in full, or having a variety of other coverages,
such as vision, dental, cancer and/or long term disability insurance paid for instead if they opted out of the
regular health care coverage. Mr. Bartlett stated that this same option on coverage was not offered to regular
County employees, and that their only option was full payment of their regular individual health care

coverage.
