THURSDAY, JUNE 1, 2000 <br /> <br />In discussing the budget for the City Manager's office Council Member Haskell reminded Council of <br /> <br />Council Member Roop's suggestion of a management study of City operations, and suggested that should be <br />done and that funds should be provided in the Manager's budget for this purpose. Mr. Reynolds noted that <br />he had some examples to draw form on this type of study, and mentioned the recent experience of Winston- <br />Salem, North Carolina. He stated that he would give some thought to this issue and come back to Council <br />with a recommendation, adding his suggestion that this expenditure be placed in General Expense rather than <br />the City Manager's budget. Council Member Roop stated that the City Council should decide how it will <br />handle this study, and then decide how much they would spend on the effort. Vice-Mayor Teague noted that <br />the process could be a comprehensive citywide effort or a more focused and limited experience. He then <br />moved to include a new line item and $7,500 for the purpose, stating his preference for the selection of a <br />couple of departments for the first effort. Council Member Roop then stated that that all that had been <br />agreed upon to that point was for council to have a work session on these issues and then decide how to <br />proceed. Council Member Dallas then stated his belief that council was going to put a dollar amount in the <br />budget for this purpose and work within the agreed upon figure. Council Member Haskell then stated her <br />belief that the study should be a joint effort between City staff and outside professionals. Council Member <br />Roop stated his desire to avoid an extended process. There was then a motion and second for inclusion of <br />$7,500 for a management study within the budget. Council Member Haskell then moved to amend the <br />amount to $20,000 and received a second. Following brief discussion this amendment failed, by the <br />following vote, all members voting: <br /> <br />Vote: 2-3 <br /> <br />Yeas: (2) Haskell, Dallas. <br /> <br />Nays: (3) Crabtree, Roop, Teague. <br /> <br />The original motion for inclusion of $7,500 for this purpose was then voted upon, and this measure was <br />approved by the following vote, all members voting: <br /> <br />Vote: 3-2 <br /> <br /> <br />
