THURSDAY, JUNE 1, 2000 <br /> <br /> an additional $200,000 to $250,000 in capital costs to add a new telephone system, and stated that <br /> <br /> these funds had not been requested in the FY 2001-2002 budget. Council Member Roop asked if <br /> there would be substantial maintenance costs associated with such a telephone system, and was told <br /> that there would not be major costs for such maintenance, but that there would have to be trained <br /> personnel to care for the system through routine efforts. Mayor Crabtree asked if the wiring for the <br /> existing telephone system would support the new system, and was told that in all likelihood it would, <br /> due to the upgrades in the system over recent years to provide for computers throughout the City's <br /> facilities. Mr. Reynolds added that current state law allowed the City to build the system and lease <br /> access to it at a rate that would allow cost recovery of construction and maintenance, but not profit <br /> beyond that. Vice-Mayor Teague stated that the City of Abingdon, Virginia, was currently the only <br /> city in the Commonwealth allowed by law to profit from such a system, and Mr. Reynolds agreed. <br /> Mr. Reynolds then asked Mr. Scaffidi if it were possible for the City to apply for another grant from <br /> the Center for Innovative Technology next year, and was told that such application could be made <br /> without restriction. Mr. Reynolds stated that the City would do so. Council Member Ferrill then <br /> asked if the city could attempt to change the circumstances and legal conditions now preventing the <br /> City from deriving profit from the SONET system, and Mr. Reynolds stated that this could be <br /> attempted, adding that the City of Lynchburg would be a good working parmer for Martinsville in <br /> such an effort, due to their common interests in this area. Vice-Mayor Teague asked if further <br /> enhancements of the SONET system might be considered in the next fiscal year, and was told that <br /> improvements were under consideration already. Mr. Scaf~di noted that potential savings to be <br /> realized by installation of the city' s own PBX telephone system might result in even greater dollar <br /> savings for the school system than the rest of city operations, due to the fact that the school system <br /> had a greater number of phone lines. The Vice-Mayor then asked what the impact on operations <br /> would be if the requested $125,000 for the system were not provided in the coming fiscal year.
