THURSDAY, JUNE 1~ 2000 <br /> <br /> VML, of this matter. Mr. Towarnicki then cited another issue related to street repair, stating that a <br /> <br /> half million dollars was needed to repair the old "dry bridge" on Starling Avenue. He noted that <br /> there had been some legislative discussion in the past of establishing a state bridge repair fund, but <br /> nothing had come of this. Vice-Mayor Teague asked when the next Virginia Department of <br /> Transportation public hearings would be held. Mr. Reynolds replied that this was not yet known, and <br /> that the city had been unsuccessful in a legislative effort the previous year to obtain ~mding for the <br /> bridge project in question. Mr. Towarnicki noted that it was almost better to allow the bridge to <br /> further deteriorate, in order to qualify for program repair funds that only required a 2% match of local <br /> dollars. Mayor Crabtree commented that the condition of the city's streets in general was excellent, <br /> especially when compared to that of roadways outside the city, and Vice-Mayor Teague agreed, <br /> stating that city services in this area were more effective and efficient in all cases. Council Member <br /> Ferrill then asked if the city had a sidewalk program. Mr. Towamicki replied that there was no such <br /> program in place at this time. He stated that many years ago there had been a 12-year schedule to put <br /> sidewalk in throughout the city, and that Council had adopted the first 7 years of that program in the <br /> early 1980's, but had noi continued it beyond the late 1980's. Mr. Fenill stated that there ought to be <br /> at least a modest program in place for this purpose, with priorities for work based upon such issues as <br /> provision ofwalkways for use by children walking to school. Mr. Towamicki stated that the <br /> previous program had accomplished a lot of good work during the seven years it operated, and <br /> accomplished a lot of needed curb and gutter work as well. Mr. Reynolds suggested that the earlier <br /> 12-year plan could be reviewed and compared to work done since 1992, to determine what planned <br /> work had not yet been done. Mr. Reynolds further noted that there were a number of streets in the <br /> City where it was impractical to put in sidewalk, curb and gutter and that these areas often also <br /> involved drainage issues. Council Member Roop observed that some of the earlier work planned <br /> may have been accomplished through subsequent Community Development Block Grant projects in <br /> recent years. Mr. Towamicki agreed, stating that quite a bit of curb and gutter work was planned in <br /> <br /> <br />
