Enclosure #1 <br /> TUESDAY, August 22, 2000 <br /> <br /> A regular, semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor Dr. <br />Mark A. Crabtree presiding, was held Tuesday, August 22, 2000, in Council Chambers of the Municipal <br />Building, beginning at 7:34 P.M. The following members of Council were present: Dr. Mark A. Crabtree, <br />Mayor; M. Gene Teague, Vice-Mayor; Bruce H.T. Dallas, J. Ronald Fen-ill, and Terry L. Roop. <br /> After the invocation, provided by Mayor Crabtree, Council approved upon motion duly seconded, <br />with all members voting: Vote 5-0; Yeas (5)- Crabtree, Teague, Dallas, Fen-ill, and Roop; Nays (0)- None; <br />Absent (0), the Minutes of the July 25, 2000 Meeting. <br /> <br /> Council considered business from the floor. Rev. Lee W. Prunty of 202 ½ Holt Street addressed <br /> Council and expressed his concern for the rising prices of gasoline, and he wonders how residents of the City <br /> were going to afford driving to work. Mayor Crabtree explained to Rev. Prunty that this is a concern for <br /> many people. Council Member Roop told Rev. Prunty that Federal regulations exist to curb the rising costs <br /> and additional measures may be nearing in the future. Council Member Fen-ill explained that the City is <br /> working diligently to attract jobs, businesses, and industries to the City. Next, City resident Thelma Pinkard <br /> addressed Council to give praise to all City employees and departments for efforts expended in coordination <br /> of the National Night Out Event. <br /> <br /> Council considered a public hearing and adoption of an Ordinance on a proposed amendment <br /> to Section VII, General Sign Regulations, Paragraph C, Permitted Signs; and Paragraph N, Permitted Signs in <br /> Districts of the City' s Zoning Ordinance. Mr. Wayne D. P. Knox, City Planning, Zoning, and Housing <br /> Manager addressed Council. Mr. Knox explained that the Planning Commission has unanimously approved <br /> the proposal, and there are two main reasons for the proposal. First, the proposal will make the Zoning <br /> Ordinance more user friendly in sign requirements so such would be located in the same place of the <br /> ordinance. Second, residents are concerned about the sudden increase of real estate signs, especially in City <br /> right-of-ways. Mr. Knox said the proposal allows combined total surface area of signage not to exceed five <br /> square feet plus an additional five square feet for each 150 feet of lot frontage on a public street. The Public <br /> Hearing was opened. No one officially spoke; however, two residents in the audience said they would like to <br /> <br /> <br />
