Enclosure #2 <br /> <br />Martinsville <br /> A CITY WITHOUT LIMITS <br /> <br />June 23, 2000 <br /> <br />The Honorable Mayor and City Council <br />City of Martinsville <br />Martinsville, Virginia <br /> <br />Council Members: <br /> <br />The Planning Commission, at its regular meeting on June 22, 2000, heard a request from Connie and <br />Elliott Stone, for a Special Use Permit at 301 Starling Avenue. The petitioners propose to lease the <br />facility as a retail florist and gift shop. The parcel is zoned P-2 Professional which allows a retail florist <br />only by special use permit. The property is designated as Professional on the Proposed Land Use Plan. <br />At the public hearing it was noted there are 14 parking spaces currently provided off-street in the rear and <br />side yards. The petitioners agreed that five additional spaces could be provided in these areas should the <br />volume of business warrant additional parking. The service and employee ingress/egress to the business <br />will be from the rear of the property. <br /> <br />Following discussion of the matter, the Planning Commission voted unanimously (4 to 0) to recommend <br />to City Council that the Special Use Permit be granted as submitted, with conditions that, (1) sufficient <br />off-street parking be provided for the staff of the florist shop, in addition to business customers; and (2) <br />that a complete landscape plan be submitted to the Planning Commission staff for approval. <br /> The Planning Commission respectfully submits the above request for Council's further consideration. <br /> <br />Sincerely, <br /> <br />Tim .
