July 1, 2000

Council Member Teague by acclamation; the motion was duly seconded and carried by

the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Crabtree, Dallas,
Ferrill, Roop, Teague; Nays (0) - None. Mr. Pritchett administered the Oath of Office to

Vice Mayor Teague.

Mayor Crabtree stated,"

I look forward to serving as your mayor for the next two years, and I
pledge to you and all citizens of the City that I will continue to work
hard and do my best to move Martinsville forward into a bright and
prosperous twenty-first century.

Members of Council, thank you for the confidence you have placed
in me. Ron, it's a special privilege to welcome you to City Council; I
anticipate a great four years working with you on behalf of our great
city.

I want to express my appreciation to my wife, Rebecca, and my
daughters, Sarah, who's at camp today, and Virginia, for all the
sacrifices they make so that I can serve the people of Martinsville.
If it weren't for their love and support, i certainly would not be able
to serve on Council today.

On December 2, 1999, our city suffered the harshest economic
blow in its history. Tultex, our largest employer, taxpayer, and
water-user, declared bankruptcy leaving a tremendous loss in the
hearts and incomes of many of our people and a huge deficit in the
City's revenues. We survived the crisis, and our recovery, though it
has a way to go, is well under way. This catastrophic event forced
the administration and Council to focus on the absolute basics to
make sure we conserved our resources and maintained the
essential services the City provides for our citizens. As we enter
this new year, we must not forget that we still have a way to go to
regain what we lost, but we have made substantial progress on
recovery during the last several months.

This year, I encourage Council to commit itself to our strategic
planning process. By building upon our central mission of providing
basic local government services, we will ensure a great quality of
life for our citizens and give them a competitive edge in the world

economy.
