· IX. Consider the following matters related to the City's Budget for Fiscal Year 2000-2001, to be effective July 1, 2000: Adoption, on second reading, of Ordinance No. 2000-3 establishing the City's Budget and Tax Rates for Fiscal Year 2000-2001. (See Enclosure #6) COMMENTS: We are submitting Ordinance No. 2000-3 as initially advertised for your Public Hearing conducted on June 13, therefore, it does not include the additional $25,000 approved for the Police Department. A revised ordinance reflecting changes in revenues and expenditures will be submitted to you prior to the Council Meeting. Bs Adoption of a Resolution establishing Holiday and Leave regu- lations for City employees under the jurisdiction of the City Manager. (See Enclosure #7) COMMENTS: As discussed with Council during budget work sessions, we are submitting these recommended changes in benefits to City employees under the jurisdiction of the City Manager. These new regulations will become a part of the City's Employee Manual. Consider authorizing the City Administration to submit an applica- tion to the Virginia Resources Authority for revenue bond financing in the mount of $2,700,000 for capital .improvements and 'partial closure at the City's Landfill. Consider adoption of a Reimbursement Resolution declaring the City's intention to reimburse itself from the proceeds of one or more tax-exempt financings for certain expenditures in connection with capital improvements at the .City's Landfill. (See Enclosure #8) Consider, on second reading, adoption of Ordinance No. 2000-4 amending Chapter 21--Taxation, Article VI--Tax on Prepared Food and Beverages of the City Code related to the Meals Tax. (See Enclosure #9) COMMENTS: We recommend that Council adopt this Ordinance on second reading, with an effective date of July 1, 2000. XI. STAFF REPORTS: A. Finance Report for month ending 5/31/2000.
