Enclosure #1-b 115 <br />May 22, 2000 <br /> <br /> A work session meeting to review the Fisca~ Year 2000-2001 P~oposed Budget of <br />the Council of the City of Martinsville, Virginia,. was held on May 22, 2000,. in Council <br />Chamber of the Municipal Building, beginning at 5:35 P.- M., with Mayor Mark Crabtree <br />presiding. Council Members present included: Mark A. Crabtree, Mayor; M. Gene <br />Teague, Vice Mayor; and Council Members Bruce H; T. Dallas, Elizabeth H. Haskell, <br />and Terry L. Roop. <br /> <br /> Ira Trollinger, School Superintendent, highlighted programs from the 1999-2000 <br />school year, such as Camp Excellence, Accelerated Schools, Success for All, Academy <br />of Reading, Best Friends, and career/technical education. He stated, 'Tm expecting <br />approximately $206,000 from the State, which requires a $14,429 local match. We <br />won't see any new personnel unless they're redirected. The state average for raises is <br />five- to six-percent. To receive the State 2.4 percent raise for teachers only, we have to <br />pay $38,000; we plan to from the fund balance. We know that City Council has made <br />education one of its top priorities. We'll have an impact years and years to come. I'd <br />rather give money back than to spend it unwisely.'~ Council Member-Elect Ronald Ferrill <br />asked, "What.effect locally would an additional. one percent to the raises have?" Dr. <br />Trollinger replied, "Approximately $50,000-60,000 net local cost." Vice Mayor Teague <br />asked, "How much would a .raise for all school employees cost locally? Dr. Trollinger <br />replied, "Approximately $90,000, including the $38,000 for teachers." Council Member <br />Haskell stated, "We. need to be careful'with annualization because of next year and the <br />next." Vice Mayor Teague asked, "What else are you not planning to do next year?." <br />Dr. Trollinger replied, 'q'here are a number of technology needs.
