Enclosure #1-a 111 <br /> THURSDAY, MAY 18, 2000 <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, Virginia, with Mayor Dr. Mark <br />A. Crabtree presiding, was held Thursday, May 18, 2000, in the Council Chamber, City Hall, beginning at <br />9:20 A~M. The purpose of the meeting was to consider the City's FY 2000/2001 budget. All members of <br />Council were present: Dr. Mark A. Crabtree, Mayor; M. Gene Teague, Vice-Mayor; Bruce H.T. Dallas, <br /> <br />Elizabeth H. Haskell, Terry L. Roop. <br /> <br />Mayor Crabtree opened the meeting. <br /> <br />Council opted to begin with the Electric Department budget. Mr. Eugene Richardson addressed Council, giving <br />a status report of on-going departmental projects. Mr. Richardson said his department plans to continue <br />providing infrastructure improvements as funds allow. Also, main lines are being placed underground to avoid <br />storm damage/power outages; however, this process is expensive. Council Members asked questions regarding <br />line items of the proposed budget. No further discussion. <br /> <br />Next, the Purchasing/General Services budget was discussed, with Gary Via making the presentation. Mr. Via <br />gave an overview of the status of on-going projects with his department. Mr. Via then reviewed the services <br />provided within the Purchasing Department and General Stores. Council Members asked questions about the <br />status of the American Express purchasing option. Mr. Via reported that it is working well with a reduction in <br />staff time for certain parts of the program. Next, Council Members discussed potential <br />advantages/disadvantages of consolidating the City' s Purchasing Department with the Purchasing Department of <br />the City School Board. The idea will be discussed at a later time, maybe when the City School's budget is <br />discussed. No further discussion. <br /> <br />The next area of discussion was the Safety Department' s budget request. Mr. Bobby Phillips addressed <br />Council. Mr. Phillips proceeded with an overview of his occupational responsibilities and services provided <br /> <br /> <br />
