<br />2-2 MARTINSVILLE CODE <br /> <br />4. City engineer: The city engineer of the City of Martinsville, Virginia. <br /> <br />5. Comprehensive plan: The comprehensive plan adopted by the city council ofthe City of <br />Martinsville by ordinance on the 26th day of November, 1996 and amendments <br />thereto. <br /> <br />6. Commission: The planning commission of the City of Martinsville, Virginia. <br /> <br />7. Cul-de-sac: A Category I street with only one outlet and a turnaround with a <br />right-of-way radius of not less than fifty (50) feet and a paved radius of not less than <br />forty (40) feet. <br /> <br />8. Developer: An owner of property being subdivided, whether or not represented by an <br />agent. <br /> <br />9. Easement: A grant by a property owner of the use of land for a specific purpose or <br />purposes. <br /> <br />10. Engineer: An engineer licensed by the Commonwealth of Virginia. <br />11. Fire chief: The fire chief of the City of Martinsville, Virginia. <br /> <br />12. Flood plain: A relatively flat or low land area adjoining a river, stream or watercourse, <br />which is subject to partial or complete inundation. <br /> <br />13. Governing body: The city council ofthe City of Martinsville. <br /> <br />14. Health official: The health director or sanitarian of the Martinsville Henry County <br />Health Department. <br /> <br />15. Highway engineer: The resident engineer employed by the Virginia Department of <br />Highways who has jurisdiction in Martinsville, Virginia. <br /> <br />16. Jurisdiction: The area or territory subject to the legislative control of the governing <br />body. <br /> <br />17. Lot: A numbered and recorded portion of a subdivision intended for transfer or <br />ownership or for building development. <br /> <br />18. Lot, corner: A lot abutting upon two (2) or more streets at their intersection. Of the two <br />(2) sides of a corner lot, the front (for the purpose of determining required setbacks) <br />shall be deemed to be the shorter of the two (2) sides fronting on streets. <br /> <br />19. Lot, depth of: The average horizontal distance between the front and rear lot lines. <br />20. Lot of record: A lot, a plat, or description of which has been recorded in the clerk's office <br />of the circuit court. <br /> <br />23.
