Reserved. <br /> <br />ARTICLE IV. BOARD OF APPEALS <br /> <br />See. 8-51. Established; composition; appointment and terms of members. <br /> <br /> A board of appeals for erosion and sediment control is hereby established. It shall consist <br />of five (5) members, who shall be residents of the city and who shall be appointed by the city <br />council. Members of the board of appeals shall be appointed for five-year terms, except that the <br />original appointments shall be made for such terms that the term of one member shall expire <br />each year. Chairman and vice chairman. <br /> <br /> Within thirty (30) days after the commencement of a term of office, the board of appeals <br />shall convene at the call of the building official and shall elect from its membership a chairman <br />and a vice chairman, who shall preside in the absence of the chairman. Rules of procedure; minutes; resolutions; quorum. <br /> <br /> The board of appeals shall adopt such rules of procedure and regulations as it may con- <br />sider necessary and consistent with ordinances of the city and general laws of the common- <br />wealth. The board of appeals shall keep minutes of its proceedings in'a book maintained for <br />that purpose only, showing the vote of each member upon each question, or if any member is <br />absent or fails to vote, an indication of such fact. Final disposition of appeals shall be by <br />recorded resolution indicating the reasons of the board of appeals therefor, all of which shall <br />be a public record. No final action shall be taken on any matter unless a quorum be present. <br />A quorum shall consist of three (3) members. <br />(Ord. of 2-23-82, § 4.3; Ord.
