March 28, 2000

taxpayers are paying for? Second, dental services aren't the only needs. Will we set a
precedent tonight?" Dr. Lewis stated, "All points are sincere. This effort is in careful
coordination with Henry County, whose Board of Supervisors approved last night, and
Memorial Hospital, whose Board of Trustees is considering tonight. How little a
expense this is to help." Mrs. Pinkard stated, "My husband's in the insurance business,
and most companies .don't cover dental." Council Member Haskell asked, "Has the City
Manager taken a position? It is my understanding that Sid Clower [Henry County
Administrator] referred it to the budget process." Mr. Cashwell stated, "Mr. Reynolds
[Earl B. Reynolds, Jr., City Manager] has indicated that the best way to address this is
through a cooperative effort and he'd prefer to review it as part of the budget process."
Dr. Jim Shearer, local dentist, stated, "1 commend Council for being accountable. We
need this program. Another issue is actually finding the dentist." Council' Member
Dallas stated, "According to the funding stream, unless everyone is onboard, what we're
discussing doesn't matter." Council Member Roop stated, "1 want to express my
appreciation to Dr. Lewis, Dr. Roycroft, and everyone. We didn't know about this need,
and you've made a good case. We've asked a lot of questions to obtain information. I
didn't want to imply that we wanted to micromanage the health department. This is a
very small amount of money considering the whole City budget. Dr. Roycroft ha,~ a
large budget, also; it's appropriate to ask her to look at her budget." Vice Mayor Teague
moved to donate a one-time contribution of $14,444 subject*to the support of the County
of Henry, the Memorial Hospital of Martinsville & Henry County, and the Virginia Health
Care Foundation; the motion was seconded; Mayor Crabtree moved to amend the main
motion by adding the requirement of a performance agreement to the subject clause;
