Council' Member Dallas stated, "According to the funding stream, unless everyone is onboard, what we're discussing doesn't matter." Council Member Roop stated, "1 want to express my appreciation to Dr. Lewis, Dr. Roycroft, and everyone. We didn't know about this need, and you've made a good case. We've asked a lot of questions to obtain information. I didn't want to imply that we wanted to micromanage the health department. This is a very small amount of money considering the whole City budget. Dr. Roycroft ha,~ a large budget, also; it's appropriate to ask her to look at her budget." Vice Mayor Teague moved to donate a one-time contribution of $14,444 subject*to the support of the County of Henry, the Memorial Hospital of Martinsville & Henry County, and the Virginia Health Care Foundation; the motion was seconded; Mayor Crabtree moved to amend the main motion by adding the requirement of a performance agreement to the subject clause;
