February 22, 2000 <br /> <br />A regular, semi-monthly meeting of the Council of the City of Martinsville, <br /> <br />Virginia, was held on February22, 2000, in Council Chamber of the Municipal Building, <br /> <br />beginning at 7:01 P. M., with Mayor Mark Crabtree presiding. Council Members present <br /> <br />included: Mark A. Crabtree, Mayor; M. Gene Teague, Vice Mayor; and Council <br /> <br />Members Bruce H. T. Dallas, Elizabeth H. Haskell, and Terry L. Roop. <br /> <br />Following the invocation by Vice Mayor Teague, Mayor Crabtree welcomed <br /> <br />everyone to the meeting. <br /> <br />Council Member Roop moved to approve, as presented, the Minutes of the <br /> <br />February 8, 2000, meeting; the motion was duly seconded and carried by the following <br /> <br />vote, with all members voting: Vote 5 - 0; Yeas (5) - Crabtree, Dallas, Haskell, Roop, <br /> <br />Teague; Nays (0) - None. <br /> <br />Renee Wyatt, Public Information Officer, stated, "On February 8,2000, reporters <br /> <br />from CBS visited the City. The story 'Free Land for Jobs' then aired. As a result, <br /> <br />prospective businesses have contacted the Virginia Economic Development Council." <br /> <br />Mayor Crabtree presented the following legislative update: <br /> <br />"The 2000 Legislative Goals included providing real and immediate <br />relief through access to medical care and higher unemployment <br />pay to cover basic living expenses, supporting the Virginia Museum <br />of Natural History and future economic development initiatives, and <br />finding common ground with the legislature and Governor' for we <br />must have both houses and the Governor's support to pass <br />anything. Senate Bill 763 failed to report, and House Bill 1369 was <br />passed by indefinitely in committee. House Bill 1443, introduced by <br />Delegate Ward Armstrong, attached the unemployment benefit <br />only. It did not address Senate or administration concerns, <br />narrowly passed in the House, and was referred to the Senate <br />where the same concerns exist as with the original bills. House Bill <br />29 1999-2000 Budget bill includes $6.4 million for health benefits <br />under Medicaid. Senate Bill 30, introduced by Senator Charles <br />Hawkins, has $12.3 million in health benefits for NAFTA displaced <br />employees using the state insurance plan.
