Conduct the Town Meeting. (See Enclosure #4)

Consider a request by David O. Lewis, M.D. for funding to provide
dental care for low-income citizens of Martinsville and Henry
County. (See Enclosure #5)

COMMENTS: As you will note from the enclosures, as well as
information in the media recently, Dr. Lewis is asking the City to
contribute $13,433 toward this effort.

Consider approval, on first reading, of Ordinance No. 2000-2
amending Chapter 12--Motor Vehicles and Traffic, Article IV--
Stopping, Standing and Parking, Section 12-98--Unauthorized use
of parking space reserved for handicapped, of the City Code.
(See Enclosure #6)

COMMENTS: There is an enforcement problem with the current
Code provision relative to handicap parking spaces at the hospital
and churches. This new language will clarify the intent, thereby
allowing proper enforcement against violators. The City Attorney
drafted this Ordinance and it has been reviewed by the Common-
wealth's Attorney and members of the Police Department. We
recommend that Council approve this Ordinance on first reading.

IX. STAFF REPORT:

A. Financial report for month ending February 29, 2000.
(See Enclosure #7)

X.
