57 <br />February 22, 2000 <br /> <br />added, "We will make a commitment to the community to make either site look very <br />nice." Mayor Crabtree declared the Public Hearing closed. Council Member Roop <br />stated, "1 apologize to Mr. Summers for the inconvenience of coming back and forth. <br />We're fortunate to have had a staff to come forward with an ordinance. We wanted to <br />make sure that we get maximum collocation. We realized that putting poles in <br />communities and neighborhoods would be problems to residents. I'm discouraged with <br />the College Street area. One of my points is safety for citizens. I hope that at some <br />point in the future, the Bridge Street site would provide increased collocation, thereby <br />decreasing the number of poles in the future. At the College Street site, residents would <br />not be as close as the other site." Council Member Haskell stated, "There's only so <br />much we can do to regulate the poles; it's a phenomenon that we'll have to deal with. <br />The College Street site has less visual impact to the Southside community." Vice Mayor <br />Teague stated, "1 don't like either site; both have major distractions. I couldn't get over <br />the height of the antenna on Bridge Street. Visually, the wooden pole would be better." <br />Council Member Dallas stated, "The Bridge Street site doesn't bother anyone facing it." <br />Mayor Crabtree stated, "1 don't like either site. However, both are conforming to the <br />law. Less visual impact will be with the wooden pole." Council Member Roop moved to <br />grant a Special Use Permit for the construction of a telecommunications monopole at <br />406 Bridge Street; the motion was duly seconded and .defeated by the following vote, <br />with all members voting: Vote 2 - 3; Yeas (2) - Dallas, Roop; Nays (3) - Crabtree, <br />Haskell, Teague. Council Member Haskell moved to grant a Special Use Permit with <br />conditions for the construction of a telecommunications monopole at .409 South College <br />Street; the motion was duly seconded and carded by the following vote, with all <br /> <br /> <br />
