Enclosure #1 <br /> <br />February 8, 2000 <br /> <br /> A regular, semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, was held on February 8, 2000, in Council Chamber of the Municipal Building, <br />beginning at 7:01 P. M., with Mayor Mark Crabtree presiding. Council Members present <br />included: Mark A. Crabtree, Mayor; M. Gene Teague, Vice Mayor; and Council <br />Members Bruce H. T. Dallas, Elizabeth H. Hackell, and Terry L. Roop. <br /> Mayor Crabtree delivered the invocation and welcomed everyone to the meeting. <br /> Council Member Hackell moved to 'approve; as amended, the Minutes of the <br /> January 25, 2000, meeting; the motion was duly seconded and carried by the following <br /> vote, with all members voting: Vote 5 - 0; Yeas (5) - Crabtree, Dallas, Hackell, Roop, <br /> Teague; Nays (0) - None. <br /> <br /> Council considered a presentation by the Police Department for the "1999 Citizen <br /> of the Year Award.". Michael Rogers, Chief of Police, stated, "Dr. Elizabeth Vaughn is <br /> recognized for devoting time and energy to raising money and awareness of community <br /> events. Specific groups helped include March of Dimes, Stepping Stones, Adult Day <br /> Care, Jaycees, S: P. C. A. [Society for the Prevention of Cruelty to Animals], Special <br /> Olympics, and Cops for a Cure. As I've investigated numerous cases of violence to <br /> women, Dr. Vaughn has always offered a tremendous amount of emotional support to <br /> the victims." Chief Rogers, assisted by retired police officer Ann Draper, presented the <br /> "1999 Citizen of the Year Award" to Dr. Elizabeth Vaughn. Dr. Vaughn replied, "I've <br /> enjoyed giving to the community and my patients and hope to give more in the future." <br /> Mayor Crabtree added, "On behalf of all of the citizens of Martinsville, I express sincere <br /> and deep appreciation for all you've done for the community." <br /> <br />48 <br /> <br /> <br />
