Should City Council not desire to approve this new site, the petitioner will ask Council to reconsider the first site. Consider adoption of a Resolution authorizing the City Manager to file an application to the Virginia Department of Rail and Public Transportation for $70,000 to fund a Feasibility Public Transit Study. (See Enclosure #5) COMMENTS: As you may recall, Council approved the filing of a similar application for $9,600 in January 1999. This was received for FY99-00 and is being used in collecting data from other transit systems in the State and preparing an RFP for this second phase of the project to .be implemented in FY00-01. This $70,000 would include a market analysis of public transportation, potential ridership and related uses, and the development of a Public Transit Plan to include capital and operating budget for a public transit system. There will be a 5% match {$3,500) that will be divided equally between the City and .Henry County. We recommend that Council adopt the Resolution authorizing the City Manager to file this application. Consider adoption of a Resolution authorizing the preparation and filing of an application for a 2000 Competitive Planning Grant under the Virginia Community Development Block Grant Program for $22,500 for a feasibility study to determine the market for new singie-family residential homes on the old R.P. Thomas site. (See Enclosure #6) COMMENTS: We recommend that Council adopt the Resolution as prepared. Consider adoption of a Resolution authorizing the Mayor to execute the Charter Chief Local Elected Official Consortium Agreement of the West Piedmont Workforce Investment Area under the Work- force Investment Act between the Counties of Pittsylvania, Henry and Patrick, and the Cities of Martinsville and Danville. (See Enclosure #7) COMMENTS: We recommend that Council adopt the Resolution as prepared.
