College Street. The request is for a <br />105-foot tall wooden pole, with antenna, related equipment cabinets and <br />building. The pole will be buffed 12 feet in stone. The siting of a <br />telecommunications facility in an M-1 Manufacturing District is permitted <br />under the City's TelecommunicationSOrdinance. The closest residentially <br />zoned district (R-9 Residential) is located approximately 400-500 feet to <br />the northwest of the proposed wood pole. The Telecommunications <br />Ordinance requires a telecommunications facility to be located a minimum <br />of 300-feet from any residentially zoned district. The residences located <br />across the street from the proposed location are within the M-1 <br />Manufacturing District. <br /> <br />At the Public Hearing it was noted that in order to assure compliance with <br />Virginia Code Section 15.1-491 (g), it is stated that the public purpose for <br />which this Resolution is initiated is to fulfill the requirements of public <br />necessity, convenience, general welfare and good zoning practice. <br /> <br />Following discussion of the matter, the Planning Commission voted <br />unanimously (4 to 0) to recommend to City Council that the Special Use <br />Permit be granted as requested, with the following conditions: <br /> <br />Recreation <br />656-5 140 <br />656-5280 FAX <br /> <br />Senior Services <br />656-5260 <br />656-5280 FAX <br /> <br />Water Resources <br />656 -5157 <br />656-5280 FAX <br /> <br />Other Inquires <br />656.5000 <br /> <br />1. The vegetation to the south of the proposed facility remains as a visual <br /> barrier. <br />2. If lighting is required on the monopole, by the FAA, the light will be <br /> positioned to reflect upward. <br />3. A landscaping plan around the facility will be submitted for approval <br /> by the Planning Commission staff. <br />4. Any changes to the design of this facility or it conditions will be <br /> submitted for approval to the Martinsville Planning Commission. <br />5.
