College Street. The request is for a 105-foot tall wooden pole, with antenna, related equipment cabinets and building. The pole will be buffed 12 feet in stone. The siting of a telecommunications facility in an M-1 Manufacturing District is permitted under the City's TelecommunicationSOrdinance. The closest residentially zoned district (R-9 Residential) is located approximately 400-500 feet to the northwest of the proposed wood pole. The Telecommunications Ordinance requires a telecommunications facility to be located a minimum of 300-feet from any residentially zoned district. The residences located across the street from the proposed location are within the M-1 Manufacturing District. At the Public Hearing it was noted that in order to assure compliance with Virginia Code Section 15.1-491 (g), it is stated that the public purpose for which this Resolution is initiated is to fulfill the requirements of public necessity, convenience, general welfare and good zoning practice. Following discussion of the matter, the Planning Commission voted unanimously (4 to 0) to recommend to City Council that the Special Use Permit be granted as requested, with the following conditions: Recreation 656-5 140 656-5280 FAX Senior Services 656-5260 656-5280 FAX Water Resources 656 -5157 656-5280 FAX Other Inquires 656.5000 1. The vegetation to the south of the proposed facility remains as a visual barrier. 2. If lighting is required on the monopole, by the FAA, the light will be positioned to reflect upward. 3. A landscaping plan around the facility will be submitted for approval by the Planning Commission staff. 4. Any changes to the design of this facility or it conditions will be submitted for approval to the Martinsville Planning Commission. 5. The proposed facility will be 20 feet by 20 feet in size.
