<br />Eight liens on property have gone from the Finance
<br />Department to the City Treasurer. The future holds an
<br />increase in compliance measures (keep up the good work,
<br />initiate civil penalties, apply liens on properties) and
<br />exploration of alternative inspection strategies (community
<br />inspections forum, neighborhood watch/leader program."
<br />Mayor Crabtree asked, "Do we need a judgment to have a
<br />lien?" City Attorney David Worthy replied, "No. It's collected
<br />as unpaid tax." Council Member Haskell asked, "Are all
<br />cases initiated by complaint or do inspectors go around?"
<br />Mr. Whirlow replied, "Most are citizen-driven. However, City
<br />staff such as Public Works and Police may see things and
<br />report them to Brenda." Council Member Dallas stated, "1
<br />like City programs that help citizens help properties. The
<br />purpose is not to destroy but help go another twenty years."
<br />Mr. Whitlow added, "Not every property owner has the ability
<br />to fix the problems." City Manager Reynolds stated,
<br />"Assuming the weather permits, the Community Forum may
<br />be established in January." Mayor Crabtree stated, "We
<br />remain committed to help neighborhoods be clean, safe, and
<br />attractive." Vice Mayor Teague stated, "This may be a
<br />cheap way for repeat offenders. We may need to look at a
<br />graduated fee schedule."

<br />Council Member Dallas moved to approve, as amended, the Minutes of the
<br />
<br />October 14, 1999, and October 26, 1999, meetings; the motion was duly seconded and
<br />
<br />carried by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Crabtree,

<br />Council requested business from the floor. However, there was none.

<br />Council considered appropriating $99,175 for the installation of water and sewer
<br />
<br />facilities for the development of a new subdivision called Pebble Creek at the end of
<br />
<br />Blankenship Road. Wayne D. P. Knox, Planning, Housing, & Zoning Manager, stated,
<br />
<br />"We always welcome new development. This one is residential in nature, and meets
<br />
<br />the City Code for subdivisions. We didn't plan for this one in the budget. A sanitary
