He also stated that on October 28, <br />1997, Council voted to donate these funds to the Martinsville-Henry County Society for <br />the Prevention of Cruelty to Animals Dog and Cat Sterilization Fund. By general <br />consensus with no vote taken, Council agreed to continue this effort. <br /> Council Member Dallas thanked everyone who participated in the drug march on <br />Saturday. He stated, "The message want out. We'll help you but we have alternatives." <br /> Council considered the need to meet in Closed Session. In accordance with <br />Section 2.1-344 (A) of the Code of VirGinia (1950, and as amended) and upon motion <br />by Vice Mayor Teague, duly seconded, and by unanimous recorded vote, Council <br />convened in Closed Session, for the purpose of discussing the following matter: <br /> <br /> A. Consultation 'with legal counsel employed or retained by Council <br /> regarding specific legal matters requiring the provision of legal <br /> advice by such counsel, as authorized in Subsection 7. <br /> B. Appointment to Blue Ridge Regional Library Board, as authorized <br /> in Subsection 1. <br /> <br /> At the conclusion of this Closed Session, each member of Council certified that <br /> (1) only public business matters exempt from open meeting requirements were <br /> discussed in said Closed Session; and (2) only those business matters identified in the <br /> motion convening the Closed Session were heard, discussed, or considered during said <br /> Session. <br /> <br /> Following their return to open meeting, Council took the action below, by the <br /> <br />following vote: <br /> <br />A.
