October 12, 1999 <br /> <br />WHEREAS, the City of Martinsville, Virginia, has been offered and <br />intends to accept federal funds authorized under the Housing and <br />Community Development Act of 1974, as amended; and <br />WHEREAS, recipients of funding under the Act are required to take <br />action to affirmatively further fair. housing; now, therefore, <br />BE IT RESOLVED by the Council of the City of Martinsville, <br />Virginia, in regular session assembled October 12, 1999, that it <br />does hereby agree to take at least one action to affirmatively further <br />fair housing each grant year, during the life of its project funded <br />with Community Development Block Grant funds; and the action <br />taken will be selected from a list provided by the Virginia <br />Department of Housing and Community Development. <br /> <br />Vice Mayor Teague moved to adopt a Residential Anti-Displacement and Relocation <br /> <br />Assistance Plan; the motion was duly seconded and carried by the following vote, with <br /> <br />all members voting: Vote 5 - 0; Yeas (5) - Crabtree, Dallas, Haskell, Roop, Teague; <br />Nays (0) - None; Absent (0) - None. Council Member Haskell moved to adopt a Local <br />Business and Employment Plan; the motion was duly seconded and carried by the <br />following vote, with all members voting: Vote 5 - 0; Yeas (5) - Crabtree, Dallas, <br />Haskell, Roop, Teague; Nays (0) - None; Absent (0) - None. Council Member Dallas <br />moved to adopt a Section 504 Grievance Procedure; the motion was duly seconded and <br />carried by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Crabtree, <br />Dallas, Haskell, Roop, Teague; Nays (0) - None; Absent (0) - None. Thelma Pinkard, <br />of 208 Park Street, asked, "Is the fair housing concern just for the project or the whole <br /> <br />City?" Mr. Knox replied, "It applies to the whole City. We have to include it in each <br />project. It means that as we do a project, the City will ensure there are opportunities for <br /> <br />all people to obtain fair housing." <br /> <br /> Council considered authorizing the <br /> <br />City's participation in the formation of a <br /> <br />Workforce Investment Area consisting of the Cities of Martinsville an~. ~ville~aDd the <br /> <br />Counties of Henry, Patrick, and Pittsylvania.
